HOUSE BILL 1315
AN ACT prohibiting the university system funds from being spent to oppose the formation of unions and collective bargaining units.
ANALYSIS
This bill prohibits the university system from prohibiting or using university funds to discourage an employee from becoming a member of any group or organization, or from exercising their rights of association by joining a labor union.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
AN ACT prohibiting the university system funds from being spent to oppose the formation of unions and collective bargaining units.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 College and University System; Freedom of Association. Amend RSA 187-A:16-b to read as follows:
187-A:16-b Freedom of Association.
I. No institution within the university system of New Hampshire which accepts state funds shall prohibit, as a condition of admission or continued enrollment, any student from becoming a member of any group or organization, nor shall an institution take disciplinary action against a student based solely on the student's membership in a group or organization.
II. No institution within the university system of New Hampshire which accepts state funds shall prohibit, as a condition of employment or continued enrollment, any employee from becoming a member of any group or organization, including a labor union, nor shall an institution take disciplinary action against an employee based solely on the employee’s membership in a group or organization, including a labor union. No university funds shall be spent for the purpose of discouraging employees from exercising their rights of association by joining or forming a labor union or opposing the formation of union bargaining units under RSA 273-A.
2 Effective Date. This act shall take effect 60 days after its passage.
