METHODOLOGY:
This bill changes the motorcycle inspection frequency requirement under RSA 266:1 from annually to biennially. Current motorcycle inspection revenue generated is approximately $257,000 per year. Assuming 80% of this revenue (20% of revenue unaffected as it relates to newly registered and inspected motorcycles) will no longer be received in every other year under biennial inspections, there would be a loss of state revenue of $205,600 in FY 2020, FY 2022, and each even numbered fiscal year thereafter. Also, pursuant to RSA 235:23, not less than 12 percent of the total motor vehicle fee revenue collected in the previous year is distributed to municipalities as highway block grants. Therefore, this bill would result in a decrease in state highway fund expenditures and local revenue of $24,672 ($205,600 X 12%) every other year beginning in FY 2021. Lastly, vendor inspection sticker purchases, made by the state, would also decrease in each even numbered fiscal year by approximately $6,000 (reflectorized plate fund).
