STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
AN ACT requiring certain signs on divided highways.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Commissioner of Transportation; Highway Signs. Amend RSA 228 by inserting after section 46-b the following new section:
228:46-c Keep Right Signs. The commissioner shall erect on any divided highways under his or her jurisdiction, signs directing motorists to keep right except to pass.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill requires the Department of Transportation to erect, on any divided highways under its jurisdiction, signs directing motorists to keep right, except to pass. It is assumed this would require 24” x 30” signs at every divided highway entrance to the state and following every entrance ramp. Based on the assumption of 120 interchanges requiring four signs per interchange, the total cost for signs would total $124,800. In addition, initial installation costs are estimated at $43,840, for a total estimated expenditure in FY 2019 of $180,960. Annual sign maintenance costs are estimated to be $12,480 beginning in FY 2020.
