STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
AN ACT relative to registration and road toll fees for hybrid and electric vehicles.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraphs; Special Registration Fees. Amend RSA 261:141, III by inserting after subparagraph (dd) the following new subparagraphs:
(ee) For a vehicle with a propulsion system that operates using both electricity obtained from the electric grid and petrochemical fuels, at each registration renewal a fee of $75. For each $.01 increase in the road toll after the effective date of this subparagraph, the fee shall increase by $2.50.
(ff) For an electric vehicle, at each registration renewal, a fee of $125. For each $.01 increase in the road toll after the effective date of this subparagraph, the fee shall increase by $5. For purposes of this subparagraph, "electric vehicle" means a motor vehicle with a propulsion system that operates solely on electricity obtained from the electrical grid.
2 Effective Date. This act shall take effect July 1, 2018.

METHODOLOGY:
This bill establishes a special annual registration fee for hybrid and electric vehicles of $100 and $200, respectively. While it is not known how many hybrid and electric vehicles may registered in FY 2019 and beyond, the following illustrates this bill’s impact on current registration data:

Pursuant to RSA 235:23, not less than 12 percent of the total motor vehicle fee revenue collected in the previous year is distributed to municipalities as highway block grants.
Therefore, this bill would result in an indeterminable increase in state highway fund expenditures and local revenue of beginning in FY 2020. Based on the current registration data above, the state highway fund expenditure and local revenue for highway block grants would be $129,360.
This bill will also result in programming changes to both state and municipal registration software, which will increase state and local expenditures by an indeterminable amount.
