AN ACT relative to electric utility customer information about devices to defray electricity costs.
ANALYSIS
This bill requires electric utilities to inform their customers about inexpensive devices that are available to defray the cost of the systems benefits charge and other elements of electric rates that the utilities use to fund energy efficiency programs.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
AN ACT relative to electric utility customer information about devices to defray electricity costs.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Electric Utility Restructuring; Policy Principles. Amend RSA 374-F:3, X to read as follows:
X. Energy Efficiency. Restructuring should be designed to reduce market barriers to investments in energy efficiency and provide incentives for appropriate demand-side management and not reduce cost-effective customer conservation. Utility sponsored energy efficiency programs should target cost-effective opportunities that may otherwise be lost due to market barriers. Utilities' energy efficiency programs shall inform their customers about inexpensive devices that are available to defray the cost of the systems benefits charge and other elements of electric rates that the utilities use to fund the energy efficiency programs. Such devices shall include, but need not be limited to, LED lamps (bulbs) and low-cost programmable thermostats. Utilities' programs may optionally make such devices available at cost through programs such as NHsaves.
2 Effective Date. This act shall take effect 60 days after its passage.
