STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
AN ACT making appropriations for costs involved in controlling invasive aquatic species.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Appropriation. The sum of $5,000,000 for the fiscal year ending June 30, 2019 and the sum of $5,000,000 for the fiscal year ending June 30, 2020 are hereby appropriated to the commissioner of the department of environmental services for the purpose of managing invasive aquatic species in state waterways. Such funds shall be nonlapsing and continually appropriated to the commissioner of the department of environmental services. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect June 30, 2019.

METHODOLOGY:
This bill makes an appropriation of $5,000,000 in FY 2019 and $5,000,000 in FY 2020. The effective date of the bill is June 30, 2019. The Department of Environmental Services indicates the bill appropriates $10,000,000 over two fiscal years for the purpose of managing invasive aquatic species in state waterways. In fiscal year 2019, roughly 1/3 of the area of infestations in New Hampshire was being managed and controlled for a total cost of $1.6 million, not including prevention and early detection activities. The Department indicates the cost of expanding the program to manage all infested areas in nearly 90 state waterways could easily amount to well over $5,000,000 annually, and this supplemental funding will aid in reducing infestations to more water bodies across the state. There would be no impact on county revenue and expenditures since grants are not typically awarded to counties. The impact on local revenue and expenditures is indeterminable at this time, as the amount of grant award (and required match) will be based on the type and degree of infestation when the appropriation is made.
