AN ACT relative to the Merrimack ramp toll plazas.

This bill prohibits the commissioner of the department of transportation from adding ramp toll plazas or open road tolls in the town of Merrimack unless tolls are placed in other locations on the F.E. Everett Turnpike that have more traffic.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty One
AN ACT relative to the Merrimack ramp toll plazas.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Transportation; Prohibition of Merrimack Tolls. The commissioner of the department of transportation shall not include in the 10 year transportation improvement plan any ramp or open road tolls in the town of Merrimack unless tolls are placed in other locations of the F.E. Turnpike with higher daily average traffic volume counts.
2 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
This bill prohibits the Commissioner of the Department of Transportation including in the 10 year transportation improvement plan any ramp toll plazas or open road tolls in the town of Merrimack unless tolls are placed in other locations on the F.E. Everett Turnpike that have more traffic. Without knowing specific tolling locations, the Department is unable to estimate changes in traffic volumes and revenue along the F.E Everett Turnpike and therefore cannot estimate the fiscal impact of this bill.
