AN ACT requiring SAUs to maintain a report on the 5-year projection of future enrollments.


ANALYSIS

This bill requires school administrative units to annually report to school districts the 5-year projection of future enrollments within the school administrative unit, including cost-per-student information. The requirement is repealed in 2025.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twenty Two

AN ACT requiring SAUs to maintain a report on the 5-year projection of future enrollments.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Paragraph; School Administrative Units; Duties; Enrollment Reports. Amend RSA 194-C:4 by inserting after paragraph II the following new paragraph:

III. Each school administrative unit shall annually prepare for each school board served by the school administrative unit a report containing a 5-year projection of future enrollments within the school administrative unit. Such projections shall be based on current enrollments moving forward and projected school district growth based on sound demographic trends within each district. The report shall also contain a 5-year projection of the future cost per student of each school district served by the school administrative unit, contrasted with the cost per student of each school district for the previous 3 years. Such cost-per-student information shall be calculated based on the total actual, where available, or projected school district costs, including each district's share of the school administrative unit costs. The report shall be updated each year and presented as part of each school district's budget process for the forthcoming year. The report shall also present a plan of the budget reductions and/or consolidations necessary to hold each school district's cost-per-student growth within the current annual inflation rate.

2 Repeal. RSA 194-C:4, III, relative to enrollment reports, is repealed.

3 Effective Date.

I. Section 2 of this act shall take effect June 30, 2025.

II. The remainder of this act shall take effect upon its passage.

METHODOLOGY:

This bill requires each school administrative unit (SAU) to report annually, from the bill’s passage through 2025, to each school board served by the SAU, a report containing a 5-year projection of future enrollments. It is unknown across all SAUs in the state to what extent this bill may increase administrative costs, if at all. Therefore, this bill’s impact on local school district expenditures between FY 2022 and FY 2025 is indeterminable.
