STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twenty Three

AN ACT establishing the position of reporting administrator in the department of education.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Department of Education; New Position; Reporting Administrator.. Amend RSA 21-N by inserting after section 7-a the following new section:

21-N:7-b Reporting Administrator. There is established a position within the division of education analytics and resources who shall be a classified employee at no less than the level of administrator II. The reporting administrator position shall be qualified to hold such position by reason of education and experience. The position shall be subject to any other employment requirements as determined by the department. The reporting administrator position shall coordinate and provide technical assistance education entities responsible for complying with various reporting requirements established in state law. The reporting administrator position shall:

I. Establish and implement policies and procedures, collection methodologies, templates, deadlines and other needs at the department related to reporting requirements established in law including:

(a) Reporting required RSA 189:29-b relative to gifted and talented students.

(b) Reporting required by RSA 198:40-f, II relative to accountability for extraordinary need grants.

(c) Reporting relative to civics instruction and graduations requirements per RSA 189:11, II.

(d) Reporting required byRSA 198:40-a, II (e) relative to 3rd grade reading.

(e) Other reporting requirements established in law.

II. Coordinate and provide technical assistance to education.

III. Develop reporting guidelines and practices including templates, data validation, and visualizations and prepare and publish reports as required in law.

IV. Serve as a resource for administrators, school officials, educators, and policymakers across the state relative to reporting requirements.

2 Appropriation; Department of Education. The sum of $165,000 for the fiscal year ending June 30, 2024 and the sum of $145,000 for the fiscal year ending June 30, 2025 are hereby appropriated to the department of education, division of education analytics and resources, for the reporting administrator position established in RSA 21-N:7-b. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2023.

This bill establishes a new position within the Department of Education and makes a general fund appropriation of $160,000 in FY 2024 and $145,000 in FY 2025 to cover related costs.
