STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
AN ACT making an appropriation to the department of environmental services to fund a water main interconnection project between Nashua and Litchfield.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Environmental Services; Appropriation. The sum of $9,700,000 for the fiscal year ending June 30, 2023 is hereby appropriated to the department of environmental services for the purpose of funding a new drinking water transmission main between the existing Nashua Core water distribution system and the existing Litchfield water distribution system, including all ancillary projects needed, including but not limited to booster pumping stations, directional drilling under the Merrimack River, and all associated design and construction permits. This sum shall be nonlapsing. No public utility ratepayer shall be adversely affected by any direct or indirect costs to bring drinking water to any community through any project funded by this appropriation. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect June 30, 2023.

METHODOLOGY:
This bill makes a nonlapsing appropriation to the Department of Environmental services for the funding of a water treatment interconnection between Nashua and Litchfield.
The Department of Environmental Services indicates this bill would provide $9.7 million to fund water supply improvements to increase water supply capacity in order to make public water supply available to residents on private wells and water systems impacted by PFAS contamination in southern New Hampshire. The Department would use the appropriation to disburse grants to area water systems. The Department states it already administers water infrastructure grant and loan programs and would not require additional funds to implement this legislation.
The Department indicates local revenue would increase by the amount of grants received from the Department and any property tax paid on the new infrastructure. In addition, there may be some incidental local expenditures associated with project reviews at the local level or paying for additional fire flow protection where new water lines are extended. There will be no impact to the counties.
