STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
AN ACT making an appropriation to the department of environmental services for wastewater infrastructure projects.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Environmental Services; Appropriation. There is hereby appropriated to the department of environmental services the sum of $15,000,000 for the fiscal year ending June 30, 2024, and the sum of $15,000,000 for the fiscal year ending June 30, 2025, which shall be nonlapsing, for the purpose of making payments to communities for projects that have previously been awarded state aid grant funding for eligible and completed wastewater infrastructure projects per RSA 486 as approved by the governor and executive council. Any remaining funds not used for making payments on existing grants may be used to award new grants. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect July 1, 2023.

METHODOLOGY:
The Department of Environmental Services indicates this bill makes appropriations to the Department for the purpose of making payments to communities for projects that have previously been awarded state aid grant funding. These grants were awarded for eligible and completed wastewater infrastructure projects under the state aid grant program and were approved by the governor and executive council. The bill allows any remaining funds to be used to award new grants.
The Department has estimated a cost of $12,362,390 in FY 2024 and $15,496,220 in FY 2025 to make payments for existing state aid grant awards that have been approved by the Governor and Executive Council. These amounts are included in the Department's "Prioritized Need Request" in the FY 2024-2025 operating budget request. The Department assumes if these amounts are approved in the operating budget, any additional appropriation would be used for new grants.
The grants, provided by the State pursuant to RSA 486, cover annual payments of 20 percent of the principal and interest for 20 years on the eligible costs of acquisition and construction of sewage disposal facilities by municipalities.
