STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
AN ACT relative to the school building aid program.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Grant for School Construction. Amend RSA 198:15-a, IV to read as follows:
IV. Beginning July 1, [2013] 2023, and every fiscal year thereafter, [school building aid grants for construction or renovation projects approved by the department of education shall not exceed] a minimum of $50,000,000 per fiscal year [less] shall be transferred to the school building aid fund, in addition to any debt service payments owed in the fiscal year, unless otherwise provided by an act of the general court. Building aid shall be nonlapsing and continually appropriated. School building aid grants shall be funded from appropriations in the state operating budget and no state bonds shall be authorized or issued for the purpose of funding such school building aid grants.
2 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
This bill, beginning in FY 2024, requires a minimum of $50,000,000 be transferred to the “school building aid fund”, which currently is not an established dedicated fund, per year. It is not defined in the bill what the source of funds would be (i.e., general or education trust funds) for this transfer, and therefore presumed to be determined in the state operating budget. Assuming $50,000,000, in addition to any debt service payments owed, but less than obligated payments on previously approved projects ("tail payments"), were allocated for school building aid, this bill would increase state expenditures and local revenues by the following (rounded):
