SENATE BILL 355-FN

AN ACT relative to newborn screening for cytomegalovirus.


AMENDED ANALYSIS

This bill directs the department of health and human services to revise administrative rules to require individuals conducting newborn hearing screening and diagnostic hearing evaluation reports to include the result of cytomegalovirus (CMV) screenings for any infant who does not pass the final newborn hearing screening, provided that the parent has not declined to participate in such screenings. The bill also directs the department to provide information on the importance of early detection of CMV through the newborn screening program and to provide an update on targeted newborn CMV screenings to the oversight committee on health and human services.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twenty Four

AN ACT relative to newborn screening for cytomegalovirus.

Be it Enacted by the Senate and House of Representatives in General Court convened:

282:1 Department of Health and Human Services; Early Detection of Cytomegalovirus. The commissioner of the department of health and human services shall amend current rule He-P 3008.15 to require individuals conducting newborn hearing screening and diagnostic hearing evaluation reports to include the result of cytomegalovirus (CMV) screening for any infant who does not pass the final newborn hearing screening. Such rules shall clearly indicate that the parent may opt-out of the screenings.

282:2 Department of Health and Human Services; Early Detection of Cytomegalovirus. The department of health and human services shall provide information on the importance of early detection of cytomegalovirus (CMV) through the New Hampshire newborn screening program, established in RSA 132:10-a, and include an update on targeted newborn CMV screening in New Hampshire to the oversight committee on health and human services, established in RSA 126-A:13, for inclusion in the department’s annual report, pursuant to RSA 132:10-a, IV, on or before March 1, 2025.

282:3 Effective Date. This act shall take effect January 1, 2025.
