A registered e-filer shall make payment of any fees that are due to the court through the electronic filing system’s payment processor, unless the registered e-filer has either filed a motion to waive the fee or indicated in the electronic filing system that the fee will be paid at the court. If the amount listed as due for a filing or transaction in the electronic filing system is insufficient to cover the actual amount of the applicable fee and service charge pursuant to Supreme Court Rule 49, the clerk may order the filer to pay the remaining amount. Except as provided in Supreme Court Rule 49, the clerk shall refund an electronic or other payment when no payment was required, when the payment was duplicative of a previous payment, or when the amount paid exceeds the actual amount owed for the filing or transaction.
