Whether the New Hampshire Housing Appeals Board (HAB) erred in reversing the decision of the Town of Rindge Zoning Board of Adjustment, which had denied the property owner’s request for two variances to allow a multi-family development. Whether the HAB erred in its interpretation and application of the unnecessary hardship standard as set forth in RSA 674:33, I(a)(2)(E).
