21-P:15 Departmental Organization; Transfers of Personnel and Appropriations. –

I.

Upon the recommendation of the commissioner, the governor and council are authorized to approve such changes in internal administrative departmental organization not inconsistent with RSA 21-P as the governor and council find from time to time may improve or make more economical the administration of the department; provided, however, that no such change shall eliminate any then existing position within the classified services.

II.

With the approval of the governor and council, the commissioner is authorized to transfer classified personnel, appropriations or portions of appropriations relating to such personnel or appropriations as well as necessary equipment, within or between any division of the department, provided, however, that no such transfer shall eliminate the classified position transferred.

III.

Any transfer involving the division of fire standards and training and emergency medical services undertaken pursuant to this section shall require consultation with the fire standards and training commission, prior to the transfer being proposed to the governor and council.
