I.

The commission and the commissioner of safety shall adopt rules, pursuant to RSA 541-A, relative to:

(a)

The conduct of the meetings of the commission.

(b)

The establishment of minimum selection, educational, and training standards for fire service personnel and evidentiary standards pertaining to such matters, other than fire officials employed by the forest fire control division of the department of resources and economic development.

What constitutes a full-time career firefighter for purposes of RSA 21-P:29, I.

Procedures for the conduct of investigations regarding the certification of firefighters.

(e)

The issuance of certificates evidencing the satisfaction of educational and training requirements, including transfer credits and reciprocity, the revocation or suspension of a certificate, the procedures for incidents involving cheating or fraud in obtaining a certificate and the release of criminal or motor vehicle records by a student for purposes of determining qualifications to be appointed as a firefighter.

A procedure for the commission to waive any of the standards established under subparagraph (b) for fire service personnel whom the commission finds do not have emergency response and mitigation as their predominant responsibilities.

II.

The commission shall:

Establish and publish general minimum educational and training standards for fire service personnel and evidentiary standards pertaining to such matters, other than fire officials employed by the forest fire control division of the department of resources and economic development.

Establish and publish general minimal curriculum requirements for preparatory, in-service, and advanced courses and programs for schools operated by or for the state or any political subdivisions thereof for the specific purpose of training fire service personnel.
