259:36 Fraudulent Practices. – "Fraudulent practices," when used in reference to drivers' schools, shall mean, but not be limited to:

Any conduct or representation tending to give the impression that a license to drive a vehicle or motorcycle or any other license, registration or service granted by the division may be obtained by any means other than the means prescribed by law or by furnishing or obtaining the same by illegal or by improper means; or
