The board shall adopt rules, pursuant to RSA 541-A, relative to:

II.

In adopting any rule under this section, the board shall consult with the office of professional licensure and certification established under RSA 310.

At least 40 days prior to any hearing to be held pursuant to RSA 541-A:11, the board shall furnish a copy of any proposed rules of professional conduct, or amendments thereto, to all affected professionals licensed by the board.
