405:26 Companies Excluded. – Such licensee shall not offer any portion of such insurance to any company which has not been approved by the insurance commissioner and does not possess and maintain a surplus to policyholders of at least $500,000 or to any company which has within the preceding 24 months been in an impaired condition.
