408:1 Power of Commissioner. – Notwithstanding any other provision of law, the commissioner shall have sole authority to regulate the issuance and sale of life insurance, annuities, and variable products thereof. The commissioner may adopt rules as necessary to implement the provisions of this chapter. The commissioner may promulgate rules relating to protecting against the exploitation of the elderly and in home solicitation for life insurance policies and annuity contracts.
