622:44 Rulemaking. –

I.

The commissioner shall adopt rules, pursuant to RSA 541-A, which provide for effective treatment for persons found to be dangerous to themselves or others and committed or transferred pursuant to RSA 622:45 to an environment which provides for safety and security for the public, the staff, and those committed.

II.

The rules shall reflect the general policy that persons committed or transferred to the unit, who may be convicted offenders, persons found not guilty because of insanity, pre-trial detainees, or persons civilly committed, shall retain all their individual rights, except where safety or security mandates restriction.
