REQUESTED ACTION

Authorize the Office of Professional Lieensure and Certification (OPEC), to pay annual dues to

the National Interstate Council of State Boards of Cosmetology (NIC), vendor number 201784,

McCleary, WA, in the amount of $2,500.00 effective upon Governor and Executive Council

approval, for the period July 1, 2026, through June 30, 2027. 100% Agency Funds.

Funds are available as follows:

EXPLANATION

The National Interstate Council of State Boards of Cosmetology (NIC) will support regulatory

consistency and consumer protection by providing access to standardized national examinations,

shared best practices, and comparative data from other states. Participation in NIC also enhances

interstate license mobility for cosmetology professionals and offers a national forum for

collaboration and continuous improvement in regulatory oversight.

Listed below are answers to questions which may be of assistance for The Governor and Council in

considering the approval of organization dues and membership submissions:

1. How long has this organization been in existence and how long has this agency been a member

of this organization? NIC was established in 1956, OPLC has been a member of NIC since 2016.

*Due to administrative oversight membership was not renewed on June 30,2023.

2. is there any other organization which provides the same or similar benefits which your agency

belongs to? No, there is no other organization which provides the same or similar benefits.

3. How many other state's belonging to this organization and is your agency the sole New

Hampshire state agency that is a member? Thirty-eight (38) other states belong to this

organization. Yes, OPLC is the sole NH state agency that is a member of NIC.

4. How is the dues' structure established? NIC provides three (3) tiers. Gold Membership is

$2,500.00, Silver Membership is $1,500.00 and Industry Partners Membership is $1,500.00

annually.

5. What benefit does the state receive from participating in membership? NIC provides Executive

Director Committee Updates, National Database & Registrv(Certemv), State Education and

Licensing Directory, NIC Publications, Resource for legislation, rulemaking and Board meetings

by providing national data (NIC), NIC By Laws and Policies, Scholarship Opportunities, NIC

Exam information, NIC Safe Practices Examination, Government Reforms & National Topics of

Interest, NIC Committees, Virtual and In Person Conferences and Events, Annual Conference

Registration Discounts, Networking Opportunities, United State Map-Provides Links to Test

Administration Providers/States.

6. Are training or educational/research materials included in the membership? if so, is the cost

included? Explain in detail: Virtual and In-Person Conferences and Events, Annual Conference

with complimentary registration for one delegate to attend.

7. is the membership required to receive any federal grants or required in order to receive or

participate in licensing or certification exams? Explain: No.

8. is there any travel included with this membership fee? Explain in detail any travel to include the

number of employees involved, the number of trips, destination if known and purposes of

membership supported trips. Travel is not included in this membership fee.

9. Which state agency employees are directly involved with this organization? (indicate if they are

members, voting members, committee members, and/or officers of the organization. OPLC's

Board Administrators, Administrator of Board Administration, Division Director, and Executive

Director at times have been directly involved with the organization.

10. Explain in detail any negative impact to the State if the Agency did not belong to this

organization. The OPLC will not be apprised of changes and issues affecting the industry and

other States. OPLC will not be able to respond appropriately to these issues.
