REQUESIED ACTION
1. Authorize the New Hampshire Department of Agriculture, Markets, and Food, to enter into a grant
agreement with Sunnycrest Farm Inc. (VC# 329823), Londonderry, NH, for the Resilient Food
Systems Infrastructure Program in the amount of $62,046.00, effective upon Governor and Council
approval through May 1, 2027.100% Federal Funds.
2. Further authorize an advance payment in the amount of $62,046.00 to Meredith Farm Growers,
Meredith, NH, in accordance with the terms of the agreement, effective upon Governor and
Council approval. 100% Federal Funds.
Funding is available in account Resilient Food Sys Infra as follows

EXPLANATION
The Resilient Food Systems Infrastructure Program is a USDA funded grant program intended to
serve middle-of-the-supply-chain needs to add value and provide more, new, and better markets
for locally or regionally produced food.
The funds are intended to support expanded capacity for the aggregation, processing,
manufacturing, storing, transporting, wholesaling, and distribution of locally and regionally
produced food products.
This project will support Sunnycrest Farm Inc., Londonderry, NH, to purchase specialized cider
processing equipment. This project was selected by a review panel comprised of industry relevant
experts and subsequently approved by USDA to be aligned with the eligibility criteria for the
Resilient Food Systems Infrastructure Program.
The department has determined that the vendor is in good standing with the Secretary of State's
Office, has secured the required level of insurance, and has provided evidence of authority to

execute and be bound by the contract. Documents supporting these assertions are available at the
agency, for review upon request.
In the event that Federal Funds are no longer available, General Funds will not be requested to
support this program.

(USDA-AfvlS Award fj23RrSINff0012) for project titled "Sunnycrest Farm UV-C Cider Purification System
Initiative" to purchase sDedalized food procfissing equiprrient as detailed in the grantee's Infrastructure
Grant Proposal as approved by USDA, which is hereby incorporated by reference.
B.2 Outcomes shall be measured in accordance with the Expected Performance fvieasures section of
tsie grantee's Infrastructure Grant Proposal, increasing capacity m the middle of the supply chain and
economic viability of local/regional producers and processors.
B.3 Compliance. All project work sfiall be managed by the grantee who shall be? responsible for all
project development and oversight. This includes adhering to applicable federal grant uniform
administrative requiremersts as specified in the Code of Federal Regulations and other federal
reouirements as tollows:
a. Grant funds awarded to state, local, and Tribal governments; public and pr ivate colleges
and universities; and non-profit organizations are subject to the Uniform Administrative
Ftequirements, Co.st Principles, and Audit Requirements for Federal Awards contained in
2 CFP, part 200 and 2 CFR part 400.
b. Grant funds av^arded to federal government entitie.s are subject to the Uniform
Administrative Requirernents and Cost Principles for Federal Awards contained in 2 CFR
p.art 200 and 2 CFR part 400.
c. Grant funds awarded to For-Profit Organizations are subject to the Uniform
Admin-st.-ative Requirements contained in 2 CFR part 200 and 2 CFR part 400. and the
Cost Principle.s contained in the Federal Acquisition Regulation (FAR| Subpart 31.2,
Contracts with Commercial Organizations, codified ai 48 CFP. 31,2,

B.4 Prior Approval Requirements; To make any changes to proposed equipment purchases, the
grantee must submit a written request detailing the desired changes and obtain wiitten approval frofn
the New Hampshire Department of Agriculture, Markets, and Food (DAMP), Certai.n changes may also
require approvals from the US Department or Agriculture, Agricultural Marketing Service and or
Governor and Executive Council.
B.5 Reporting/Monitoring: The grantee will submit documentation to DAMP confirming the
purdiase of eligible equipment as detailed in the grantee's Infrastructure Grant Proposal as approved byUSDA. The grantee is required to submit an Annual Performance Report (template provided by USDA-
AMS) during each year of the project. Grantee is also subject to monitoring site visits from DAMP and/or
Linivers'ty of New Hampshire Cooperative Extension staff.
Records; Record retention and accessibility is governed by 2 CFR 200.333 and 200,337. The

Samandia Pitarys and Daniel Hicks IV will be leading the UV-C Cider Purification System Initiative at
Sunnycrcst Farm, n project designed to create additional economic opportunities for apple farmers in
New Hampshire. Sunnycrest Farm will establish an agreement with the New Hampshire Department of
Agriculture, Markets, and Food to fund the purchase of specialized equipment to create a value-added
product that meets ail regulatory and loot! safety requirements necessary for farms and food
businesses in New Hampshire. This initiative rcllects a connnitrnent to enhancing the local agriculture
industry and.supporting the community.
Specifically, this initiative will establish a Wholesale Cider Division at Sunnycrest Farm for greater
distribution of cider products, ensuring that high-quality cider reaches a wider audience. It will cf eate
new markets by providing a platform for other New Hampshire apple growers to sell their produce.
This will not only benefit individual farmers but also strengthen the local economy. Creating a
centralized processing location will improve efficiency and collaboration within the state's cider-
inaking community.
Throughout the project period, Samantha and Daniel will procure all neces.sary equipment for the UV-C
Cider Purification System, ensuring thatthe process meets the highest.standards. Daniel, along with his
father, Dan Hicks III, will oversee the installation of the equipment Additionally, Samantha will
lactively connect with local farms and companies to establish valuable partnerships and accounts,
'fostering a collaborative environment.

Currenlly, Sunnycrest Farm operate.s a large pick-your-owi fruit operation, along with a farm mai'ket
that attracts cu-stomers seeking groceries. The market offers a variety of products, including our own
produce, unpasteurized cider, baked goods, and other items made in New Hampshire, as well as a
delightful ice cream stand. Additionally, we have a whole.sale market for fruits and vegetables that.supplies goods to mid and southern New Hampsliire, as well as parts of Massachusetts. Current
business operations include cleaning and distribution of fruits and vegetables and some value-added
product creation in the farm market bakery. However, Sunnycrest Farm does not currently process,
aggregate, or di.stribute apples from other farms.
PLEASE DESCRIBE THE SPECIFIC NEED THAT THE REQUESTED EQUIPMENT WILL ADDRESS.
Currently, Sunnycrest Farm docs not have the special purpose etjuipraent needed to pasteurize cider,
preventing us from entering the wholesale market. Installing a CiderSure.system will enable us to begin
wholesale cider pi oduction. Additionally, this will create opportunities for fellow farmers to sell their
surplus apples into this market for an additional value-added product. Other orchards in the region do
not currently have access to a. UV pasteurization system to process their apples into wholesale ready
cider. I'his leads to the potential for apples going to waste with no viable market after pick-your-own or
retail cider sales. Setting up a CiderSure in Londonderry, NH, will also reduce travel time for farmers
who currently travel long distances to have their cider pressed.

The installation of the CiderSure UV pasteurization system for apple cider will significantly benefit local
and regional producers and market outlets in several ways. Pasteurizing cider turns New Hampshire
produced apples into a value-added product and ensures a safer product for consumers, boosting
confidence and e.xpanding market potential. Sunnycrest Farm can engage in wholesale cider
operations, creating new markets for local farmers to sell their surplus apples and fostering a
cooperative ecosystem. Nearby farmers will have access to a new processing facility to have their cider
processed locally, reducing travel time and costs, which strengthens community ties. With pasteurized
cider, Sunnycrest will have a new product that can reach new markets, including grocery stores and
restaurants, increasing sales and visibility. By utilizing surplus apples, the.system promotes sustainable
farming and minimizes waste. Increased production can drive local economic growth, with the
potential for creating jobs in processing and distribution in the future, in summary, the CiderSure
system will enliance product safety, support local farmers, and contribute to the growth of the
agricultural community in the region.
