REQUESTED ACTION
Pursuant to RSA 94:1-a. III, authorization is requested to establish the entrance salary
for the new Deputy State Treasurer, Sylvia J. Yeaton, at Unclassified Salary Grade GG, Step 6,
$118,352 annually, effective February 20, 2026, upon Governor and Council approval. Funding:
30% General Funds, 20% Transfer from Other Agency, 25% Abandoned Property Funds, and
25% College Savings Funds.
EXPLANATION
Treasury seeks to fill the Deputy State Treasurer position with a highly qualified
candidate who has been with the department for 33 years. Ms. Yeaton has held multiple
positions at the State Treasury and is currently an Assistant State Treasurer, an unclassified
position overseeing Treasury Operations.
As appointed by the State Treasurer, the Deputy State Treasurer position is responsible
for the administration and compliance functions of the Treasury, including the Abandoned
Property program. College Savings and ABLE Savings programs, as well as support of the
State Treasurer on various statutory commissions. Established in RSA 6:21 with duties "as
may be assigned by the treasurer", this official serves as an essential contributor in the stable
functioning, business operations, and tactical planning of the Treasury.
With the promotion to Deputy Treasurer, Ms. Yeaton would be placed at Unclassified
Salary Grade GG, Step 4 ($106,664). However, as provided in RSA 94:l-a, 111, Ms. Yeaton
would be entitled to Grade GG, Step 6, as she will be supervising a classified employee who is
currently receiving an annual pay rate of $113,646 (hourly rate of $58.28). Therefore, 1
