The Department of Transportation requests placing this item on the Consent Calendar.

In accordance with the requirements approved by Governor and Executive Council March 23, 2022, Item #47, the

NH Department of Transportation is to submit on an annual basis a status report of all active state and federally

funded locally administered projects.

Attached please find the NHDOT 2025 Local Public Agency (LPA) Annual Report.

EXPLANATION

Governor and Executive Council Item #47(1) approved on March 23, 2022, authorized the Department of

Transportation to enter into local project agreements to provide funding and services within available state and

federal funding programs for transportation projects located throughout the state. These projects have been

identified and selected as part of the State's Ten-Year Plan and will be administered through the Department's

local project administration process. These agreements, between the State and local public agencies delineate

responsibilities for providing services necessary to manage the design and construction of a state or federally

funded locally managed project under the applicable provisions of state law (RSA 228 thru 242) and/or federal

highway statutes and regulations (United States Code Title 23 and Title 49).

In addition, to assure the oversight of the Governor and Executive Council, the Department of Transportation was

authorized as part of Item #47(2) to prepare an annual status report of all active state and federally funded, locally

administered projects. Information in the annual status report includes project city/town (name), project number,

scope of work, budget, and schedule. The Department of Transportation is submitting this annual status report as

an informational item to the Governor and Executive Council.

NHDOT 2025 Local Public Agency (LPA) Annual Report

Locally Administered Projects with State and/or Federal Funds

Effective Date - October 1. 2025

Introduction:

In the late 1990's, the Department formalized a municipally managed process for New Hampshire towns

and cities to receive federal and / or state funds through the NHDOT as a sub-recipient. The

implementation of this municipally managed process allowed for more local decision making and local

control of transportation projects that target local infrastructure improvements. As part of this process,

NHDOT retained an oversight and approval role ensuring proper use of federal or state funds and

consistent implementation of transportation standards and practices statewide. Over time and in

cooperation with Federal Highway Administration (FHWA), the municipally managed process has

evolved, grown, and is now referred to as the NHDOT Local Public Agency (LPA) Program. The

LPA projects are typically funded with 80% federal or state funds and with a 20% local match, although

other funding percentages can be used on a case-by-case basis depending on the individual program.
