REQUESTED ACTION
1. Authorize the Department of Transportation to enter into a contract with Pike Industries, Inc. (Vendor
177300) of Belmont, NH, on the basis of a low bid of $5,798,954.50 for resurfacing of six (6) sections of the
F.E. Everett Turnpike (US 3) in Nashua and Merrimack, totaling I I.I miles (Project: Nashua-Merrimack
#44505), from the date of Governor and Council approval through September 25, 2026, unless amended by the
Department in accordance with the Standard Specifications. 100% Turnpike Funds.
Funds are available in the following account for Fiscal Years 2026 and 2027, with the authority to adjust
encumbrances between fiscal years within the price limitation through the Budget Office, if needed and justified:

2. Further authorize that a contingency in the amount of $289,947.73 be approved for payment of latent
conditions, which may appear during the construction of the project. The contingency requested is 5% of the
contract amount.

EXPLANATION
This project is part of the Turnpike's Renewal and Replacement Program. This project involves resurfacing 6
sections totaling 11.1 miles on the F.E. Everett Turnpike (US 3) in Nashua and Merrimack at the following
locations:
Nashua: Northbound and Southbound from the NH/MA Boarder (MM 0) to Exit 3 (MM 2.65). Exit 6 ramps and
overpass bridge. Exits 5 and 7 overpass bridges, as well as Nashua DMV will be resurfaced.
Merrimack: Northbound and Southbound from just north of the Souhegan River bridge (MM 12.9) to the
Bedford Road bridge overpass (MM 15.0).

The resurfacing segments noted are experiencing transverse and longitudinal cracking due to the age of the
pavement and high volume of traffic. The deterioration is beyond addressing with preservation efforts and
milling and inlaying the roadways is required. The proposed improvements will extend the life of these assets
and will return them to the preservation schedule for the future.
The proposed contingency amount is 5% of the contract amount. This project was quantified based on field
observations, aerial photos, and as-built plans. Field adjustments may be required due to varying field
conditions. In addition, the sections will continue to deteriorate through the 2025-2026 winter season.
Although the bid costs exceeded the Department's estimate by 3.96%, the low bid of two bids received is felt to
be reasonable for the work involved. Items that contributed to the higher prices were Item 403.1 Material
Transfer Vehicle $40,000, Pavement Milling Items $100,000, Item 619.1 Maintenance of Traffic $33,000, and
Item 419.13 Bonded Wearing Course, Type C $61,000. Readvertising this project would result, in our opinion,
in higher prices and prevent the completion of the work in a timely manner. The Department considers it to be in
the best interest of the State to accept this bid to accomplish these needed repairs.
The Contractor has been prequalified by this Department. The Contract has been approved by the Attorney
General as to form and execution, and the Department has certified that the necessary funds are available and the
bid reasonably conforms to the engineer's estimate in accordance with State procedure. Copies of the fully
executed contract are on file at the Secretary of State's Office and the Department of Administrative Service's
Office, and subsequent to Governor and Council approval will be on file at the Department of Transportation.
This project funding is: 100% Turnpike Renewal and Replacement Program (0% Federal funds).
A copy of the Tabulation of Bids received for this project is attached along with the Contract Supplemental Sheet
and a map indicating the location of the project.
Your approval of this resolution is respectfully requested. The Department of Transportation has determined that
the vendor is in good standing with the Secretary of State's Office, has secured the required levels of insurance,
and has provided evidence of authority to execute and be bound by the contract. Documents supporting these
assertions are available at the agency, for review upon request.

SUPPLEMENTAL PROJECT INFORMATION SHEET
DESCRIPTION: This project involves resurfacing 6 sections totaling 11.1 miles on the F.E. Everett
Turnpike (US 3) in Nashua and Merrimack at the following locations:
Nashua: Northbound and Southbound from the NH/MA Boarder (MM 0) to Exit 3 (MM 2.65).
Exit 6 ramps and overpass bridge, Exits 5 and 7 overpass bridges, as well as Nashua DMV will be
resurfaced.
Merrimack: Northbound and Southbound from just north of the Souhegan River bridge (MM 12.9)
to the Bedford Road bridge overpass (MM 15.0).
FEDERAL FUNDING: 0% (100% Turnpike Renewal and Replacement Program)
CONTINGENCY: The proposed contingency amount is 5% of the contract amount. This project was
quantified based on field observations, aerial photos, and as-built plans. Field adjustments may be
required due to varying field conditions. In addition, the sections will continue to deteriorate through the
2025-2026 winter season.
PROJECT INITIATED: This project was initiated through the Turnpike Renewal and Replacement
Program (TRR).
PROJECT EXPLANATION: The resurfacing segments noted are experiencing transverse and
longitudinal cracking due to the age of the pavement and high volume of traffic. The deterioration is
beyond addressing with preservation efforts and milling and inlaying the roadways is required. The
proposed improvements will extend the life of these assets and will retum them to the preservation
schedule for the future.
TRAFFIC IMPLICATION: Resurfacing work will be done at night during off-peak timeframes with
normal traffic patterns to be re-established prior to AM travel periods for all locations. Initial timeframes
are listed below and will be adjusted in the field as required to provide safe conditions.
Sunday through Thursday NB: 9:00pm to 5:00am
Monday through Friday SB: 9:00pm to 5:00am
