REQUESTED ACTION

1. Authorize the Department of Transportation to enter into a contract with New England Signal Systems, Inc.

(Vendor 174153) of Northwood, NH, on the basis of a low bid of $398,459.75 for furnishing, installing and

making operational three (3) Solar power and two (2) AC power automatic vehicle classification (AVC) traffic

study systems, (Project: Bedford-Manchester Smart ILS Construction #44830B) from the date of Governor and

Council approval through November 6,2026, unless amended by the Department in accordance with the Standard

Specifications. 100% Federal Funds.

Funds are available in the following account for Fiscal Year 2026:

2. Further authorize that a contingency in the amount of $39,845.98 be approved for payment of latent conditions,

which may appear during the construction of the project. The contingency requested is 10% of the contract

amount.

EXPLANATION

This project was initiated through the SMART Grant. The work consists of furnishing, installing, and making

operational, three (3) Solar powered automatic vehicle classification (AVC) traffic study systems and two (2) AC

powered automatic vehicle classification (AVC) traffic study systems, at the following locations:

Solar:

• F.E. Everett Turnpike, 119ft± North of MM 6.8

• NH 101, at crossover, 115ft± West of Plummer Road overpass

• US293/NH 101, 125ft± WestofMM2.2

• Queen City Avenue, 650ft± East of Elm Street

This project aims to install five AVC stations at locations in and around the Manchester area. Three locations are

on State Routes, the other two are located inside City Limits, to enable continuous traffic data collection in

support of the Highway Performance Monitoring Program (HPMS), traffic monitoring reporting, traffic

forecasting, and pavement design.

The proposed contingency amount is 10% of the contract amount. This is to account for possible materials cost

increase, as well as unanticipated traffic control needs and any unanticipated construction expenses.

Although the bid costs exceeded the Department's estimate by 17.73% the low bid of five bids received is felt to

be reasonable for the work involved. The items that contributed to the higher bid are Item 617.211 Classification

Station, AC-Powered with Pole $36,500 and Item 617.221 Classification Station, Solar Powered with Pole

$48,500. Readvertising this project would result, in our opinion, in higher prices and prevent the completion of

the work in a timely manner. The Department considers it to be in the best interest of the State to accept this bid

to accomplish these needed repairs.

The Contractor has been prequalified by this Department. The Contract has been approved by the Attorney

General as to form and execution, and the Department has certified that the necessary funds are available and the

bid reasonably conforms to the engineer's estimate in accordance with State procedure. Copies of the fully

executed contract are on file at the Secretary of State's Office and the Department of Administrative Service's

Office, and subsequent to Governor and Council approval will be on file at the Department of Transportation.

This project funding is: 100% Federal funds (SMART Inductive Loop Signature (ILS) Grant).

A copy of the Tabulation of Bids received for this project is attached along with the Contract Supplemental Sheet

and a map indicating the location of the project.

Your approval of this resolution is respectfully requested. The Department of Transportation has determined that

the vendor is in good standing with the Secretary of State's Office, has secured the required levels of insurance,

and has provided evidence of authority to execute and be bound by the contract.

DESCRIPTION: This work consists of furnishing, installing, and making operational, three (3) Solar

power automatic vehicle classification (AVC) traffic study systems and two (2) AC power automatic

vehicle classification (AVC) traffic study systems, at the following locations:

CONTINGENCY: The proposed contingency amount is 10% of the contract amount. This is to

account for possible materials cost increase, as well as unanticipated traffic control needs and any

unanticipated construction expenses.

EXPLANATION: This project aims to install five AVC stations at locations in and around the

TRAFFIC IMPLICATION: Short-duration lane closures for installing detection loops in pavement.

Traffic control is expected to range from altemating two-way traffic on conventional roads to successive

lane closures on multi-lane highways. Lane closures will be required at night. Other work can be

performed off-pavement with shoulder closures for work access.
