REQUESTED ACTION
Authorize the New Hampshire Fish and Game Department (NHFG) to enter into a Sole Source amendment to an
existing contract (Contract #6003417) with Sovereign Sportsman Solutions, LLC, dba Paylt, LLC (VC#230940), Nashville,
Tennessee, by increasing the price limitation by $17,000 from $294,305 to $311,305 for funding online expanded OHRV
Registration capabilities, with no change to the completion date, effective upon Governor and Council approval through
June 30, 2029. Funding is 100% Agency Income (OHRV Funds).
The original contract was approved by Governor and Council on May 15, 2019, item #55, amended June 14,
2023, item #108, again amended June 26, 2024, item #116 and most recently amended with Governor and Council
approval on February 5, 2025, item #53.
Funding is available in account. Law Enforcement Program-OHRV Education. Trng, Enforc.. as follows:

EXPLANATION
A sole source amendment to the existing contract is necessary to move towards expanded OHRV Registration
capabilities. This additional programing will allow the end user to be able to ride an OHRV immediately upon registering
their machine on our OHRV Registration Program platform without having to wait for actual registration decals in the
mail using the US Postal Service.
The Office of Information Technology has approved this contract amendment, DolT No 2019-031D.

This letter represents formal notification that the Department of Information Technology
(DolT) has approved your agency's request to enter into a contract amendment with Sovereign
Sportsman Solutions LLC, dba Paylt LLC, as described below and referenced as DolT No. 2019-
031D.
The purpose of this request is to support upgrades for the Fish and Game
Department's Online OHRV Registration Sales system.
The Total Price Limitation shall increase by $17,000 for a New Total Prive Limitation
of $311,305, effective upon Governor and Executive Council approval through June
30, 2029.
A copy of this letter must accompany the Fish and Game Department's submission to the
Governor and Executive Council for approval.

AMENDMENT
This Agreement (hereinafter called the "Amendment") dated 12th day of January 2026,
by and between the State of New Hampshire acting by and through its New Hampshire Fish and
Game Department (hereinafter referred to as the "State"), and Sovereign Sportsman Solutions,
LLC dba Paylt, LLC, Kansas City MO 64105, VC# 230940 (hereinafter called the "Contractor").
WHEREAS, pursuant to an agreement (hereinafter called the "Contract") dated, April 16,
2019, approved by the Governor and Council on May 15,2019 Item #55, the Contractor agreed
to perform certain services upon the terms and conditions specified in the Contract and in
consideration of payment by the State of certain sums specified therein; and
WHEREAS, pursuant to an agreement amendment (hereinafter called the "Contract
Amendment") dated. May 17,2023, approved by the Governor and Council on June 14,2023
Item #108, the Contractor agreed to perform certain services upon the terms and conditions
specified in the Contract amendment and in consideration of payment by the State of certain
sums specified therein; and
WHEREAS, pursuant to an agreement (hereinafter called the "Contract Amendment")
dated, April 24,2024, approved by the Governor and Council on June 26,2024, Item #116, the
Contractor agreed to perform certain services upon the terms and conditions specified in the
Contract Amendment and in consideration of payment by the State of certain sums specified
therein; and
WHEREAS, pursuant to an agreement (hereinafter called the "Contract Amendment")
dated, December 19,2024, approved by the Governor and Council on February 5,2025, Item
#53, the Contractor agreed to perform certain services upon the terms and conditions specified in
the Contract Amendment and in consideration of payment by the State of certain sums specified
therein; and
WHEREAS, pursuant to the provisions of paragraph 17 of the Contract, the Contract may
be amended, waived or discharged only by written instrument executed by the parties thereto;
and
NOW THEREFORE, in consideration of the foregoing, and the covenants and conditions
contained in the Contract and set forth herein, the parties hereto do hereby agree as follows:
1.) Amendment and Modification of Contract:
The Contract is hereby amended as follows:
(A) Amend Exhibit B of the agreement to read as follows: "The additional amount paid
to the Contractor under this Contract will not exceed $ 17,000. The total Contract
amount including this Amendment shall not exceed $ 311,305.
2.) Effective Date of Amendment
This Amendment shall take effect upon the date of approval by the Governor and
Executive Council of the State of New Hampshire.
3.) Continuance of Agreement
Except as specifically amended and modified by the terms and conditions of this
Amendment, the Contract, and the obligations of the parties thereunder, shall remain in
full force and effect with the terms and conditions set forth therein.
