REQUESTED ACTION
Pursuant to MOP 1301,VI, (D), authorize the Department of Natural and Cultural Resources (DNCR),
Division of Forests and Lands to allow Jay Lord, Forest Protection Bureau Plans Section Chief and Joe
Mazzeo, Forest Protection Bureau Public Information Officer to travel 326 miles, one -way, in a shared
state vehicle rather than flying economy class airfare on commercial airlines, in the amount of $ 391.08,
to Quebec City, Quebec Canada to attend training for members of the Northeastern Forest Fire
Protection Commission (NFFPC) as detailed below from May 26, 2026 through May 28, 2026 effective
upon Governor and Council approval. 100% Federal Funds

EXPLANATION
The Department of Natural and Cultural Resources (DNCR), Division of Forest and Lands, respectfully requests
permission for Plans Section Chief Jay Lord and Public Information Officer Joe Mazzeo to travel and attend
the Northeastern Forest Fire Protection Commission Incident Management Team Operational Exercise
Training in Quebec City, Quebec Canada. Training is for members of the Northeastern Forest Fire Protection
Commission who respond to the Type 3 Incident Management Team (IMT3). This team is a federally certified,
all-hazard team that manages Type 3 incidents under the National Incident Management System (NIMS) and
National Response Framework (NRF), providing command, operations, and support for complex wildland and
all-hazard incidents.
The Northeastern Forest Fire Protection Commission recently deployed New Hampshire Firefighters IMT3’s
to Quebec and Connecticut for wildfire response. The Operational Readiness Exercise is designed to assist
participants in maintaining and strengthening core competencies required to perform effectively as members
of an Incident Management Team. This instructor-led training program focuses on the knowledge, skills, and
abilities needed to operate within a Type 3 Incident Management Team when deployed to a wildfire incident.
New Hampshire benefits by having experienced firefighters training for emergency preparedness to assist
the Northeastern Forest Fire Protection Commission if the need should arise.
A cost analysis determined that the travel component of the trip (excluding hotel accommodations) is
estimated to cost approximately $1,745 via airline flight versus driving mileage costs for use of a state vehicle
of $655.08 (including the cost of employee travel time), resulting in savings of $1,089.92.
Hotel accommodation will be covered by NFFPC for 2 nights for Plans Section Chief Jay Lord and Public Information
Officer Joe Mazzeo.
In the event that federal funds are no longer available, general funds will not be requested to support this program.
