REQUESTED ACTION
Pursuant to MOP 130 I, VI, D, the Depaitment of Safety, Divi sion of State Police, request s autho rization
for the following perso nnel: Sergeant N icholas Cyr (Bomb Squad); Sergeant Stefan Czyzows ki (Mob ile
Enforcem ent Team Unit): Sergea nt N icholas Levesque (Troop E); Sergeant Noa h Sanctuary (Troop C); and
Troo per First Class Stefan Wong-Wagner (Recru itment and Training), to travel outside of a 300-mile radius
of the employee 's office headquarters, in two (2) rental SUV's, at a total cost of $8,232.18, to Virgin ia
Beach, Virginia. The purpose of this travel is to attend Close Quarters Combat and High-Risk Entry training
hosted at the Nava l Spec ial Warfar e Development Group located in Dam Neck, Virg inia, from June 14,
2026 to June 20, 2026, effec tive upon Governor and Council approva l. 34% Gener-al Funds, 41 %
Highway Funds, and 25% Turnpike Funds.

The purpose of this trave l is for a team from the State Police to atte nd spec ialized training in Close Quarters
Combat and High-Risk Entry hosted by the Nava l Spec ial Warfare Deve lopment Gro up (DEVGRU).
DEVGRU, also known as 'SEAL Tea m 6,' is a counterte rrorism unit under the United State s Nava l Spec ial
Warfare Command. This training oppo rtunity represents a rare and highly valuable opport unity for
members of the New Hampshire State Police, Special Weapon s and Tact ics (SWAT) Unit to engage with
one of the nation's premier Tier I spec ial operations units. DEVGRU operates at the highest level,
specializing in counterterrorism, high-risk direct action and comple x threat environment s. Exposure to their
method ologies, tactics and operations mind set will provid e both immediate and long-term benefits to the
SWAT Unit and the Division as a whole.
The selection of personnel for this trainin g is deliberat e and strateg ically structured to ensure both maxim um
operat ional benefit and continu ed statewide readiness. SWAT Unit members are chose n to represe nt
multiple discip lines within the SW AT Unit while maintaining adeq uate in-state coverage for opera tional
response.

The round-trip distance for five (5) troopers traveling from Concord, New Hampshire to Virginia Beach,
Virginia is approximately 1,252 miles.
The estimated cost of travel using two (2) ren tal SUV’s is $8,232.18. By c omparison, the estimated cost
of a ir t ravel i s $1 2,750.88, resulting in cost savings of $4,518.70, by u tilizing ground tr an sportation.
Additionally, the vo lume a n d na tur e of the equipment requ ired f or this t raining would necessitate
additiona l shipping costs if air travel were utilized.
