REQUESTED ACTION

For inclusion on the Consent Calendar. Pursuant to MOP 1200, I.D., authorize the

Department of Education to pay the National Association of State Boards of Education

(NASBE) (VC#169929) Alexandria, VA, the amount of $10,623 for the 2026 membership

dues effective upon Governor and Council approval for the period of June 15, 2026,

through December 31, 2026. 100% General Funds.

EXPLANATION

A nonpartisan, nonprofit organization, the National Association of State Boards of

Education (NASBE) supports state boards of education by facilitating the exchange of

policy information, providing research and technical assistance, and offering opportunities

for collaboration across states.

NASBE provides forums for state board members to share policy approaches, discuss

emerging issues, and access research and technical assistance to support effective

governance.

The organization offers resources and services intended to support state boards in carrying

out their statutory responsibilities. The National Association of State Boards of Education

is a national organization bringing board members together to share solutions and ideas in

a nonpartisan setting. NASBE members are organized into four regions: Northeast,

Southern, Central, and Western.

Members participate in regional and national discussions on education policy and

governance. NASBE regularly tracks state board work and provides analysis of policy

approaches through its State Innovations publications.

Listed below are answers to standard questions required for Governor and Council

organization dues and membership approval submissions:

1. How long has this organization been in existence and how long has this agency been a

member of this organization?

The National Association of State Boards of Education (NASBE) was founded in

1958 and incorporated in 1965. It was granted non-profit status by the IRS in 1966.

NH has not been a member in recent years.

2. Is there any other organization which provides the same or similar benefits which your

agency belongs to?

No.

3. How many other states belong to this organization and is your agency the sole New

Hampshire agency that is a member?

30 U.S. states and territories are members of NASBE. Other State Boards attend

meetings, however, are not members. The New Hampshire State Board of

Education is the only entity in New Hampshire that is eligible for NASBE

membership.

4. How is the dues structure established? (Standard fee for all states, based on

population, based on other criteria, etc.)

Dues are based on a tiered system driven by the number of school age children in

the state. The number of students is a proxy for state education expenditures and

fiscal capacity. Smaller systems pay lower dues than larger ones.

5. What benefit does the state receive from participating in this membership?

NASBE provides opportunities for state board members to engage with peers

through monthly member exchanges, conferences, and topic-specific networks

(e.g., early childhood, high school transformation, and mathematics improvement).

Members receive regular updates on federal and state education policy

developments, newsletters, publications, and access to webinars.

NASBE also offers services such as board facilitation, self-evaluation support,

strategic planning assistance, and other technical assistance resources, many of

which are provided at no additional cost or at reduced cost.

6. Are training or educational/research materials included in the membership? If so, is

the cost included? Explain in detail.

Optional training and education research materials are included in membership. All

research materials are provided at no cost. All virtual training/professional

development is provided at no cost.

7. Is the membership required to receive any federal grants or required in order to receive

or participate in licensing or certification exams? Explain.

No, however, membership provides insight for the state to be more competitive with

federal grant competitions.

8. Is there any travel included with this membership fee? Explain in detail any travel to

include the number of employees involved, the number of trips, destination if known,

and purposes of membership supported trips.

The cost of attending NASBE’s in-person New Member Institute is supported by a

travel allowance for one or two members from each state that covers all hotel costs

and significantly defrays travel costs. Membership does not include travel or

registration for NASBE’s Annual Conference

9. Which state agency employees are directly involved with this organization? (Indicate if

they are members, voting members, committee members, and/or officers of the

organization.)

Members of the State Board of Education are directly involved with NASBE. Also,

generally Department programmatic staff that work with programs that intersect

with the New Hampshire State Board of Education and staff that support the State

Board are able to participate in NASBE activities.

10. Explain in detail any negative impact to the State if the Agency did not belong to this

organization.

If the State does not maintain membership, the State Board of Education would not

have access to NASBE’s coordinated national network, policy research, technical

assistance, and collaboration opportunities with other states. This could limit the

Board’s ability to stay informed on emerging policy issues, compare approaches

across states, and access no-cost or reduced-cost support services that assist in

board governance and strategic planning.
