REQUESTED ACTION

For inclusion on the Consent Calendar. Pursuant to MOP 1200, I.D., authorize the Department of

Education to pay the National Association of State Directors of Teacher Education & Certification

(VC# 173621) Washington, DC, the amount of $4,500, for the FY27 membership dues effective

upon Governor and Council approval for the period of July 1, 2026, through June 30, 2027. 100%

EXPLANATION

This item requests approval for the Department of Education’s annual membership with the

National Association of State Directors of Teacher Education and Certification (NASDTEC).

NASDTEC is the national organization representing state agencies and professional standards

bodies responsible for educator preparation, licensure, and discipline. Membership provides the

Bureau of Educator Credentialing with access to the Educator Identification Clearinghouse, a

national database of educator disciplinary actions reported by member jurisdictions. This access is

necessary to support the Department’s review of applicants and current credential holders by

identifying whether an individual has been subject to licensure or disciplinary action in another

jurisdiction. This membership serves the State’s interest by supporting informed licensure

decisions, strengthening educator workforce oversight, and enhancing student protection in New

Hampshire schools.

Listed below are answers to standard questions required for Governor and Council organization

dues and membership approval submissions:

1. How long has this organization been in existence and how long has this agency been a member

of this organization?

The organization was founded in 1928. NH has been a member for over thirty years.

2. Is there any other organization which provides the same or similar benefits which your agency

belongs to?

No

3. How many other states belong to this organization, and is your agency the sole NH state agency

that is a member?

As of September 2018, 55 organizations including 50 states, Washington, DC, U.S.

Territories (except Puerto Rico), U.S. Department of Defense for Educational Activities, and

the Canadian Province of Ontario are members. The Department of Education is the sole

NH state agency that is a member.

4. How is the dues structure established? (Standard fee for all states, based on population, based

on other criteria, etc.)

The dues structure is a standard fee for all jurisdictional members.

5. What benefit does the state receive from participating in this membership?

NH uses the NASDTEC Clearinghouse, a national database for collecting and contributing

information on educator discipline with information on licenses that have been sanctioned

or revoked. This Reciprocity Agreement assists in making cross-state educator certification

more accessible to applicants. The Department of Education is able to access the online

community of NASDTEC which includes a knowledge base of information about

certification for member states. The NASDTEC provides multiple professional learning

opportunities throughout the year, including an annual member conference, winter

professional development meeting, and fall conference on educator misconduct. Members

receive a discounted registration fee for the annual conference.

6. Are training or educational/ research materials included in the membership? If so, is the cost

included?

The cost of registering for training events/conferences are not included in the membership

fee. There are research briefs, materials posted from conferences, and a variety of

resources pertinent to educator preparation and certification available from the NASDTEC.

The NASDTEC developed a Model Code of Educator Ethics and has developed a training

academy of online coursework to assist in the professional development and learning for

educators on professional practice and preventing misconduct.

7. Is the membership required to receive any federal grants or required in order to receive or

participate in licensing or certification exams?

No

8. Is there any travel included with this membership fee? Explain in detail any travel to include the

number of employees involved, the number of trips, destination, if known, and purposes of

membership supported trips.

No

9. Which state agency employees are directly involved with this organization? (Indicate if they are

members, voting members, committee members, and/or officers of the organization.

The administrator for the Bureau of Credentialing and the administrator for the Bureau of

Professional Education Preparation Programs are the direct point of contact to the

NASDTEC. The education consultant I and education consultant III are online community

members. Up to 25 educators may become members of the online community as part of

this membership agreement.

10. Explain in detail any negative impact to the State if the Agency did not belong to this

organization.

Participation in the NASDTEC Clearinghouse is a very important component of assuring

safety for students by having access to a national database that collects information

regarding educator misconduct across the nation. Without membership, the Department of

Education would lose an important means of communicating with other state departments

of education and professional standards boards across the 50 states and jurisdictions.

Membership in this organization facilitates communication among the nation’s offices of

educator certification and teacher preparation.
