That approval be and hereby is given to the Attorney General to reappoint Richard C.

Tracy (Position #9U268, Appropriation #02-20-20-201010-26200000-014-500134) as Chief

Criminal Justice Investigator at a salary level of $101,490 (LG DD, Step 7) effective upon

Governor and Executive Council approval or May 27, 2026, whichever is later, for a term ending

May 27, 2031.

EXPLANATION

Mr. Tracy is a resident of Meredith and Chief Criminal Justice Investigator for the

Department. He had a distinguished 27-year career with the Manchester Police Department and

retired with the rank of Captain. He joined the Department in July 2007 and has been

reappointed on four previous occasions. He was promoted to Chief Criminal Justice Investigator

in 2013 and has held that position while working in both the Public Protection and Legal Counsel

Divisions. Mr. Tracy current serves in the Elections Law Unit, where I plan to continue his

assigmnent. His $101,490 salary will remain the same. A copy of his resume is attached.

Investigator at the above-referenced salary for your approval and respectfully urge your

injury to citizens, suspects and team members.

Coordinated 100’s of VIP & dignitary visits

Coordinated security for hundreds of special events to include concerts,

fund raisers, walks and road races like the CIGNA 5 K with over 5,000

participants.

Received the meritorious award for the capture and arrest of Jose Lebron

armed and dangerous.

Received the meritorious award for involvement in the Officer Michael

Briggs death investigation.

Appeared on the TV show “Top Cops” after preventing the attempted

suicide of a female jumper.

While supervising the Street Crime Unit we set and reached our goals of

reducing prostitution, street corner drug dealing & violent crime.

While supervising the Crime Prevention Division I initiated the GREAT

program, “Gang Resistance Education & Prevention.

Started the departments first Citizens Police Academy

Earned a Black Belt in Martial Arts.

Instructed thousands of ladies in self-defense techniques and personal

safety during “Woman’s Safety Clinics” sponsored by MPD
