REQUESTED ACTION

1. Authorize the Department of Transportation to enter into a contract with Pike Industries, Inc. (Vendor

177300) of Belmont, NH, on the basis of a low bid of $1,972,733.88 for resurfacing of four (4) sections of

various Tier 2 and 3 roadways throughout five (5) towns (Ossipee, Tamworth, Alton, Campton and

Thornton) in District 3 (Project: District 3 (F) #45280O), from the date of Governor and Council approval

through September 25, 2026, unless amended by the Department in accordance with the Standard

Specifications. 100% Federal Funds.

Funds are available in the following account for Fiscal Years 2026 and 2027, with the authority to adjust

encumbrances between fiscal years within the price limitation through the Budget Office, if needed and

justified:

2. Further authorize that a contingency in the amount of $147,955.04 be approved for payment of latent

conditions, which may appear during the construction of the project. The contingency requested is 7.5%

of the contract amount.

EXPLANATION

This project is part of the CY 2026 District Resurfacing Tier 2, 3 and 4 Program (Federally funded with

Pave-T2-Resurf and Pave-T3/4-Resurf). This project resurfaces four (4) sections of various Tier 2 and 3

roadways throughout five (5) towns in Maintenance District 3. These sections total approximately 13.9

miles in length. Incidental work includes pavement striping and drainage work.

• 24308C – Ossipee, NH 16, 2” Full Width High Strength Wearing Course Inlay and 1½” Full Width

High Strength Wearing Course Overlay, 0.8 Miles

• 25310 – Tamworth, NH 113, ¾” Full Width Paver Shim, 5.3 Miles

• 25315 – Alton, NH 28, 1½” Full Width Wearing Course Inlay, ¾” Full Width Paver Shim and 1½” Full

Width High Strength Wearing Inlay, 2.5 Miles

• 26301A – Campton-Thornton, US 3, ¾” Full Width Paver Shim and 1½” Full Width Wearing Inlay,

5.3 Miles

This project will improve roadway ride quality, extend life of the pavement, improve drainage and delay

costlier improvements. The sections will be resurfaced via paver shim, high strength inlay and overlay and

wearing course inlay. Striping is included in this Contract and all impacted towns and utilities will be

notified.

The proposed contingency amount is 7.5% of the contract amount. The contingency has been increased

to account for potential increase in fuel and asphalt adjustments. This project was quantified based on

field observations, aerial photos, and as-built plans. Field adjustments may be required due to varying

field conditions. In addition, the sections will continue to deteriorate through the 2025-2026 winter.

The Contractor has been prequalified by this Department. The Contract has been approved by the

Attorney General as to form and execution, and the Department has certified that the necessary funds

are available and the bid reasonably conforms to the engineer’s estimate in accordance with State

procedure. Copies of the fully executed contract are on file at the Secretary of State’s Office and the

Department of Administrative Service’s Office, and subsequent to Governor and Council approval will be

on file at the Department of Transportation.

This project funding is: 80% Federal funds (Pave-T2-Resurf (57.0%), Paver-T3/4-Resurf (23.0%)), with

anticipated utilization of Turnpike Toll Credits for the State’s 20% match, effectively using 100% Federal

Funds.

A copy of the Tabulation of Bids received for this project is attached along with the Contract Supplemental

Sheet and a map indicating the location of the project.

Your approval of this resolution is respectfully requested. The Department of Transportation has

determined that the vendor is in good standing with the Secretary of State’s Office, has secured the

required levels of insurance, and has provided evidence of authority to execute and be bound by the

contract.

SUPPLEMENTAL PROJECT INFORMATION SHEET

DESCRIPTION: This project resurfaces four (4) sections of various Tier 2 and 3 roadways throughout

five (5) towns in Maintenance District 3. These sections total approximately 13.9 miles in length.

Incidental work includes pavement striping and drainage work.

CONTINGENCY: The proposed contingency amount is 7.5% of the contract amount. This project was

quantified based on field observations, aerial photos, and as-built plans. Field adjustments may be

required due to varying field conditions. In addition, the sections will continue to deteriorate through

the 2025-2026 winter.

PROJECT INITIATED: This project is part of the CY 2026 District Resurfacing Tier 2, 3 and 4 Program

(Federally funded with Pave-T2-Resurf and Pave-T3/4-Resurf). The Pavement Management Section

reviewed the road segments included in this project. They identified four (4) sections of Light Capital

Paving totaling 13.9 miles.

PROJECT EXPLANATION: This project will improve roadway ride quality, extend life of the pavement,

improve drainage and delay costlier improvements. The sections will be resurfaced via paver shim, high

strength inlay and overlay and wearing course inlay. Striping is included in this Contract and all

impacted towns and utilities will be notified.

TRAFFIC IMPLICATION: Only one (1) section will be paved at a time. One-lane alternating, two-way

traffic will be required to complete the work. Unless otherwise noted in segment specific

requirements, lane closer lengths will be limited to one (1) mile with a two (2) mile separation required

between work zones. Traffic will be restored to normal patterns during non-work hours. Work zone

significance was determined to be non-significant at the December 18, 2025 TCC meeting.

FINAL COMPLETION DATE: September 25, 2026
