Requested Action

1. Authorize the Department of Transportation to enter into a contract with Monoko, LLC (Vendor

281328) of Tarpon Springs, FL, on the basis of a low bid of $6,218,019 for painting of steel beam bridges

carrying Post Road and the Exit 2 ramp over I-95 in North Hampton and Ocean Road over I-95 in

Greenland (Project: North Hampton #44148, 44198), from the date of Governor and Council approval

through September 24, 2027, unless amended by the Department in accordance with the Standard

Specifications.

100% Turnpike Funds.

Funds are available in the following account for Fiscal Years 2026 and 2027, and are anticipated to be

available in Fiscal Year 2028, with the authority to adjust encumbrances between fiscal years within the

price limitation through the Budget Office, if needed and justified:

2. Further authorize that a contingency in the amount of $310,900.95 be approved for payment of latent

conditions, which may appear during the construction of the project. The contingency requested is 5% of

the contract amount.

Turnpike Renewal & Replacement

Explanation

This project was initiated through the Turnpike Renewal and Replacement Program (TRR). This project

consists of painting the steel beam bridges carrying Walnut Avenue over I-95 northbound and

southbound, Post Road over I-95 northbound and southbound, the Exit 2 Ramp over I-95 northbound and

southbound in the Town of North Hampton, as well as Ocean Road over I-95 northbound and southbound

in the Town of Greenland, as described below:

• 44148 – North Hampton, I-95 (Ramp B-D) over I-95, BR No. 078/070, MM 6.2

• 44148 – North Hampton, Walnut Ave. over I-95, BR No. 089/123, MM 7.5

• 44198 – North Hampton, NH 151 (Post Rd) over I-95, BR No. 099/144, MM 8.1

• 44198 – Greenland, Ocean Rd. over I-95, BR No. 141/109, MM 11.6

The contract requires the Contractor to work within lane-closure work zones on the roadway beneath the

bridge, complete blasting and repainting of all steel bridge beams, and conduct pre-project site collection

and removal of paint chips. The work includes environmental protection and compliance with lead-

bearing paint (LBP) removal regulations.

The existing steel bridges require painting to extend the life of the bridges.

The proposed contingency is 5% of the contract amount to account for risks from unanticipated structural

deficiencies needing repair, traffic control issues, and weather-related delays.

The Contractor has been prequalified by this Department. The Contract has been approved by the

Attorney General as to form and execution, and the Department has certified that the necessary funds are

available and the bid reasonably conforms to the engineer’s estimate in accordance with State procedure.

Copies of the fully executed contract are on file at the Secretary of State’s Office and the Department of

Administrative Service’s Office and subsequent to Governor and Council approval, will be on file at the

Department of Transportation.

This project funding is: 0% Federal funds (100% Turnpike Renewal and Replacement).

A copy of the Tabulation of Bids received for this project is attached along with the Contract Supplemental

Sheet and a map indicating the location of the project.

Your approval of this resolution is respectfully requested. The Department of Transportation has

determined that the vendor is in good standing with the Secretary of State’s Office, has secured the

required levels of insurance, and has provided evidence of authority to execute and be bound by the

contract.

SUPPLEMENTAL PROJECT INFORMATION SHEET

DESCRIPTION: This project consists of painting the steel beam bridges carrying Walnut Avenue over I -95

northbound and southbound, Post Road over I-95 northbound and southbound, and the Exit 2 Ramp over

I-95 northbound and southbound in the Town of North Hampton; as wel l as Ocean Road over I -95

northbound and southbound in the Town of Greenland, as described below:

• 44148 – North Hampton, I-95 (Ramp B-D) over I-95, BR No. 078/070, MM 6.2

• 44148 – North Hampton, Walnut Ave. over I-95, BR No. 089/123, MM 7.5

• 44198 – North Hampton, NH 151 (Post Rd) over I-95, BR No. 099/144, MM 8.1

• 44198 – Greenland, Ocean Rd. over I-95, BR No. 141/109, MM 11.6

The contract requires the Contractor to work within lane -closure work zones on the roadway beneath

the bridge; and complete blasting and repainting of all steel bridge beams, and pre-project site collection

and removal of paint chips. The work includes environmental protection and compliance with lead-

bearing paint (LBP) removal regulations.

FEDERAL FUNDING: 0% (100% Turnpike Funded from the Renewal and Replacement Program)

CONTINGENCY: The proposed contingency is 5% of the contract amount to account for risks from

unanticipated structural deficiencies needing repair, traffic control issues, and weather-related delays.

PROJECT INITIATED: This project was initiated through the Turnpike Renewal and Replacement Program

(TRR).

PROJECT EXPLANATION: The existing steel bridges require painting to extend the life of the bridge.

TRAFFIC IMPLICATION: Lane closures for rapid deployment units shall be limited to five nights per week

in each direction, 8:00 PM to 5:00 AM.

a. Northbound: Sunday 8:00 PM through Friday 5:00 AM

b. Southbound: Monday 8:00 PM through Saturday 5:00 AM

c. No muti-lane closures until 10 PM, with at least one lane open at all times
