REQUESTED ACTION
Pursuant to RSA 94:6, the Department of Information Technology respectfully requests
authorization to establish a salary of $124,187.00 Salary Grade GG, Step 7 for Ms. Carol Wiater,
Assistant Director of Enterprise Applications, Department of Information Technology, Position
#9U384, effective June 26, 2026, or upon Governor and Council approval, whichever is later.
Funding: 18.68%Federal Funds, 31.97% General Funds, 49.35% Other Funds.
EXPLANATION
Pursuant to RSA 94:1-d Allocations Decisions, an assessment and review of the letter GG allocation for
the unclassified position was conducted, and on January 16, 2024, the Joint Committee on Employee
Classification voted to approve the Salary Grade GG in RSA 94:1-a Salaries Established for the Assistant
Director of Enterprise Applications, Department of Information Technology.
Carol Wiater is an outstanding candidate whose leadership experience, technical expertise, and
dedication to public service directly align with the needs of the Enterprise Applications Assistant
Director role. She brings fifteen years of hands-on experience leading modernization initiatives,
cross-agency projects, and business process improvements within education, local government, federal
service, and nonprofit environments. Her resume demonstrates deep and sustained work across the
public sector, including leadership roles within AmeriCorps, the City and County of Denver, Denver
Public Schools, and multiple community-serving organizations.
Carol’s public-sector leadership includes serving as Deputy Director of Modernization, Acting Chief
Modernization Officer, and Senior Modernization Officer within the AmeriCorps Office of Information
Technology. In these roles, she managed multimillion-dollar technology portfolios, led enterprise
modernization efforts, directed cross-functional teams, and guided executive leadership through
complex systems, policy, and operational reforms.

Her earlier roles in Denver Public Schools and the City and County of Denver further demonstrate her
capability to oversee public programs, administer grants, manage compliance, and strengthen
community partnerships.
Carol successfully completed a rigorous interview process with BRMD managers and DoIT senior
leaders, consistently demonstrating strong organizational alignment, strategic thinking, and a clear
understanding of BRMD’s enterprise application environment. She also brings valuable certifications,
including Prosci Change Management Practitioner and Agile credentials that further support BRMD’s
modernization efforts.
Importantly, the current salary offer represents nearly a 30% reduction from her existing compensation,
reflecting her strong commitment to public service and to advancing the mission of the State of New
Hampshire.
Given her extensive public-sector leadership, technical acumen, and proven success driving
modernization in complex environments, Carol is exceptionally well-suited for the Assistant Director
role and will bring immediate strategic value to BRMD and the State.
