G. Authorized to enter into a sole source amendment to an existing contract with Netsmart Technologies,
Inc., Overland Park, KS (originally approved by G&C on 12/7/22, item #7), to transition services for the New
Hampshire Hospital’s Electronic Health Records system and food service automation services from the
Contractor’s data center to a cloud-based environment, to remove all references to fees and services related
to Hampstead Hospital Residential Treatment Facility, and to modify the licensing structure for the Contractor’s
mModal application, by decreasing the price limitation by $33,822.05 from $7,901,080.44 to $7,867,258.39

BUSINESS FINANCE AUTHORITY
#006 The Governor and Council on motion of Councilor Kenney, seconded by Councilor Liot Hill, and further
on a roll call vote as follows: Councilor Kenney – Yes, Councilor Liot Hill – Yes, Councilor Stevens – Yes,
Councilor Stephen – Yes, and Councilor Wheeler - Yes, a public hearing beginning at 10:00 a.m. under RSA
162-I and as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), with
regard to the recommendation of the Business Finance Authority of the State of New Hampshire (the
“Authority”) relating to the proposed issuance of not more than $52,500,000 of its revenue bonds (without
premium and exclusive of accreted interest), as tax -exempt “qualified 501(c)(3) bonds” within the meaning
of Section 145(a) of the Internal Revenue Code of 1986, as amended (the “Code”), or as taxable bonds or a
combination thereof, in one or more series, senior or subordinated, current interest or capital appreciation
bonds (the “Bonds”), to refinance or finance a project of QSH/Northeast, LLC, a Georg ia limited liability
company (together with its affiliate or designee, the “Borrower”), the sole member of which is Qualified Senior
Housing Foundation, Inc., a Georgia nonprofit corporation and an organization described in Section 501(c)(3)
of the Code (the “Parent”), located in New Hampshire, as follows: (i) the acquisition of an assisted living and
memory care facility (the “Facility”), located at 575 Amherst Street along Route 101A in the City of Nashua;
(ii) the funding of one or more reserve funds for debt service, capitalized interest or working capital costs, if
needed; and (iii) the payment of certain expenses incurred in connection with the issuance of the Bonds. The
Facility will be owned, operated and/or used by the Borrower or another wholly-owned subsidiary of the Parent
or the Borrower.

The Governor and Council on motion of Councilor Kenney, seconded by Councilor Stevens acted as follows:
#007 Authorized the Division of Finance to transfer $15,000 between various classes to continue to meet
the State's transportation demands. Effective upon G&C approval through June 30, 2026. Contingent upon
Fiscal Committee approval on May 15, 2026.
#008 Authorized the Division of Finance to accept and expend fuel sales revenue in Fuel Distribution in the
amount of $1,215,304. Effective upon G&C approval through June 30, 2026. 100% Agency income (2)
Authorized to accept and expend municipal fuel sales revenue in Municipal Fuel in the amount of $2,741,676.
Effective upon G&C approval through June 30, 2026. 100% Agency Income. Contingent upon Fiscal
Committee approval on May 15, 2026.
#009 Authorized the Division of Finance to transfer $1,289,167 from the Highway Surplus Account to fund
fuel purchases. Effective upon G&C approval through June 30, 2026. Contingent upon Fiscal Committee
approval on May 15, 2026.
#010 Authorized the Bureau of Highway Design to enter into an agreement with Stantec Consulting
Services, Inc., Auburn, NH, for an amount not to exceed $837,740.52, for intersection improvements. Effective
upon G&C approval through November 30, 2028. 100% Federal Funds
#011 Authorized the Bureau of Mechanical Services to purchase seven Loader Backhoes from Milton Cat, in
the amount of $1,021,300. These are utilized for the daily operations of maintaining and repairing the state
roadways during summer and winter maintenance, including snow and ice removal operations, on state
highways and interstates. Effective upon G&C approval through June 30, 2026. 100% Highway Funds
#012 Authorized the Bureau of Right-of-Way to sell 0.93 acres +/- of State-owned land with improvements
thereon, located on the southerly side of Thornton Road West, having a physical address of 53 Thornton Road
West in the Town of Merrimack, County of Hillsborough. The sale will be directly to Megan and Stephen
Follansbee, who have agreed to purchase the property at fair market value for $580,000. The Department will
assess an administrative fee of $1,100. Effective upon G&C approval. The improved land wi ll be conveyed
without any explicit covenants, restrictions, or permissions regarding hunting, fishing, or other recreational
activities, and applicable local and State laws will govern such activities.
#013 Authorized the Bureau of Right-of-Way to sell a parcel of State-owned land directly to Nawas Azam,
for $99,000, with the Department assessing an administrative fee of $1,100 for a total of $100,100 due at
closing. The parcel consisting of 1.55 ± acres of unimproved land is located on the southeasterly side of NH
Route 106 in the Town of Belmont, County of Belknap, and is identified as Tax Map 122, Lot 60. (2) Further
authorized to compensate NAI Norward Group from the proceeds of the sale, a 6 percent commission fee of
$5,940 for real estate services. Effective upon G&C approval. The unimproved land will be conveyed without
explicit covenants, restrictions, or permissions regarding hunting, fishing, and other recreational activities,
and applicable local and State laws will regulate such.
#014 Authorized the Bureau of Right -of-Way, to pay property owners $69,204 as documented in the
Contemplated Awards list, for amounts exceeding $5,000 for the period from March 20, 2026, through April
8, 2026. Effective upon G&C approval.
#015 Authorized the Bureau of Bridge Maintenance to enter into a contract based on a single hourly rate
bid with Yates Electric Service, Inc., Durham, NH in the amount of $180,000 to provide all labor, materials,
equipment and transportation necessary to perform Electrical Services for Lift Bridges and Bridge Maintenance,
for the State of New Hampshire, Department of Transportation for work that includes maintenance, repairs,
and system upgrades to electrical systems for the Sarah Mildred Long Bridge, the Memorial Bridge, Hampton
River Bridge, Piscataqua River Bridge and Various Bridges statewide. Effective upon G&C approval through
June 30, 2029. 69% Highway Funds and 31% Other Funds
#016 Authorized the Bureau of Bridge Maintenance to enter into a contract based on a single hourly rate
bid with Northeast Integration, LLC, North Hampton, NH in the amount of $75,000 to provide all labor,
materials, equipment and transportation necessary to perform programmable logic controller services, for the
State of New Hampshire, Department of Transportation for work that includes maintenance, repairs, and
system upgrades to control systems for the Sarah Mildred Long Bridge, the Memorial Bridge, and Various
Bridges statewide. Effective upon G&C approval through June 30, 2029. 69% Highway Funds, 31% Other
Funds
#017 Authorized the Bureau of Planning & Community Assistance to enter into an agreement totaling
$120,000 with the Town of Westmoreland, NH to provide funding and services under the Local Public Agency
(LPA) State Bridge Aid program through NHDOT’s Direct Managed LPA process. Effective upon G&C approval,
through June 30, 2027 unless extended by the Department in accordance with standard specifications. 100%

#018 Authorized the Bureau of Highway Design to enter into an Agreement with WSP USA, Inc., Merrimack,
NH, for an amount not to exceed $2,201,358.23, for final design and associated environmental services to
continue with the Preliminary Design Consultant for Final Design Se rvices in the Town of Hooksett, NH.
Effective upon G&C approval through June 30, 2031. 100% Federal Funds
#019 Authorized the Bureau of Highway Design to enter into an Agreement with Hardesty & Hanover, LLC,
Bedford, NH, for an amount not to exceed $1,286,129.88, for preliminary design efforts for rehabilitation or
replacement of the existing bridges carrying NH3A over the Newfound River (Br. Nos. 100/082 and 109/061).
Effective upon G&C approval through November 17, 2028. 100% Federal Funds
#020 Authorized the Bureau of Construction to enter into a contract with GMI Asphalt, LLC, Belmont, NH,
on the basis of a low bid of $3,678,440.65 for resurfacing of various Tier 3 and 4 roadways throughout nine

without any explicit covenants, restrictions, or permissions regarding hunting, fishing, or other recreational

to operate Peer Support Agencies to provide peer support to individuals 18 years of age or older who self -
identify as a current or former recipient of mental health services, or who are at a significant risk of becoming
a recipient of mental health services, by exercising a contract renewal option by extending the completion
dates from June 30, 2026 to June 30, 2028 and increasing the total price limitation by $7,586,542 from
$15,423,084 to $23,009,626. Effective July 1, 2026, upon G&C approval. 40% Federal Funds, 60%

#139 Authorize, on behalf of the Governor’s Commission on Addiction, Treatment, and Prevention to amend
an existing Memorandum of Understanding with the New Hampshire State Liquor Commission, Concord, NH
(originally approved by G&C 6/12/24, item #20), for the c ontinued provision of surveillance and related
activities to prevent youth access to, and use of, tobacco and alcohol products by exercising a renewal option,
by increasing the price limitation by $143,000 from $286,000 to $429,000 and extending the completion date

#140 Authorized to enter into a contract with Northern Human Services, North Conway, NH in the amount
of $299,988, to support the statewide expansion of the Adverse Childhood Experiences (ACEs) prevention and
treatment workforce that supports children, from birth to age six, who are experiencing or at risk of complex
mental and behavioral health challenges, due to exposure to ACEs. Effective upon G&C approval through June

#144 Authorized to enter into a contract with Keystone Peer Review Organization, LLC, McLean, VA, in the
amount of $2,556,768 for the provision of Pre-Admission Screening Resident Review, Nursing Facility Level of
Care, and Medical Eligibility Assessment services for individuals seeking admission to or currently residing in
a Medicaid-certified nursing facility, or receiving services through the Choices for Independence 1915(c) Home

for patients at New Hampshire Hospital, b y increasing the price limitation by $85,000 from $1,511,450 to
$1,596,450 with no change to the contract completion date of June 30, 2027. Effective u pon G&C

#147 The Governor and Council on motion of Councilor Stevens, seconded by Councilor Liot Hill authorized
to enter into a sole source amendment to an existing contract with Abacus Service Corporation, Southfield,
MI (originally approved by G&C on 6/24/15, item #53), for the continued provision of operations and
maintenance for the public DHHS Data Portal, by increasing the price limitation by $176,000 from $1,609,944
to $1,785,944 and by extending the completion date from June 30, 2026 to June 30, 2028. Eff ective July 1,

The Governor and Council on motion of Councilor Stevens, seconded by Councilor Kenney acted as follows:
#148 Authorized to enter into a sole source amendment to an existing contract with Insight Public Sector,
Inc, Redlands, CA (originally approved by G&C on 8/30/24, item #187), for software value added reseller
solutions by increasing the price limitation by $4,500,000 from $10,000,000 to an amount up to and not to
exceed $14,500,000, with no change to the contract completion date. Effective upon G&C approval through
April 24, 2027.
#149 Authorized the Bureau of Court Facilities to enter into a sole source agreement with the County of
Grafton, North Haverhill, NH, for an amount not to exceed $707,160, for the two- year agreement. This
agreement will provide courtroom, office space and storage comprised of 21,291 square feet for the Grafton
County Superior Court and 2nd Circuit-Court District Division - Haverhill located at 3785 Dartmouth College
Highway, North Haverhill, NH 03774. Effective upon G&C approval for the period of July 1, 2026 through June
30, 2028. 100% Transfer Funds (transfer from AOC, Rent from Other Agencies)
#150 Authorized the Division of Public Works Design and Construction to enter into a contract with D.L.
King & Associates Inc., Merrimack, NH, for a total price not to exceed $2,062,000, for the Boiler Surge
Deaerator Tank Replacements Project. Effective upon G&C approval through the completion, estimated to be
August 31, 2027, unless extended in accordance with the contract terms. 92.36% Capital Funds, 7.64%
Revolving Funds. (2) Further authorized a contingency in the amount of $100,000 be approved for
unanticipated site expenses. 100% Capital Funds. (3) Further authorized the amount of $40,000 be
approved for payment to the Department of Administrative Services, Division of Public Works Design and
Construction, for project management and engineering services. 100% Capital Funds
#151 Authorized the Division of Public Works Design and Construction to enter into an amendment to an
existing contract with HDR Engineering, Inc., Omaha, NE (originally approved by G&C on 11/29/23, item
#107), by increasing the price limitation by $223,350 for a total price not to exceed $7,456,350 for design
and construction administration services for the ARPA Fish Hatchery Modernization in New Hampton, NH.
Effective upon G&C approval through the completion of the construction administrative phase, esti mated to
be December 31, 2026, unless extended in accordance with the contract terms. 100% Federal Funds
#152 Authorized the Division of Public Works Design and Construction to enter into a contract with Triple
Construction LLC, Merrimack, NH, for a total price not to exceed $2,550,188, for APS Personal Duress System,
CCTV and FA Upgrades Project. (2) Further authorized a contingency in the amount of $150,000 be approved
for unanticipated site expenses. (3) Further authorized the amount of $70,000 be approved for payment to
the Department of Administrative Services, Division of Public Works Design and Constru ction, for project
management and engineering services. Effective upon G&C approval through completion, estimated to be
February 27, 2027, unless extended in accordance with the contract terms. 73% General Funds, 27%

#153 Authorized the request of the Division of Personnel, for approval of reclassification decisions. Effective
upon G&C approval. Each agency has certified that sufficient funds are available to support the position
reclassifications.
#154 Authorized the request of the Division of Personnel, for a waiver of reclassification decisions, as
detailed in the letter dated April 28, 2026. Effective upon G&C approval. These three positions are being
reclassified as a group because they are part of a specific proj ect within the Department of Transportation.
The agency has certified that there is no change in cost associated with the reclassifications.
#155 Authorized the request of the Division of Personnel, for reclassification of positions, as detailed in the
letter dated April 22, 2026. Effective retroactively to the dates noted in the letter following approval by G&C.
Each respective agency has certified that sufficient funds are available to support each position reclassification.
#156 Authorized the Bureau of Court Facilities to enter into a sole source four-year and eleven-day lease
agreement with the Branch Brook Holdings, LLC, Candia, NH, in the amount of $685,048.86 for courtroom
and office space comprised of 8,000 square feet for the 10th Circuit -District Division - Candia Courthouse,
located at 110 Raymond Road, Candia, NH. Effective July 21, 2026, upon G&C approval through July 31,
2030. 100% Transfer from Other Agencies (transfer from AOC)
#157 Authorized the Bureau of Court Facilities to execute a sole source amendment to the current lease
agreement with the County of Strafford Dover, NH (originally approved by G&C on 6/1/22, item #127), for
approximately 36,652 square feet of courtroom and office space for the Strafford County Superior Court and
7th Circuit - Probate Division-Dover, located at 259 County Farm Road, Dover, NH. This amendment would
extend the lease end date from June 30, 2026, to October 31, 2026. The lease payment will be $ 49,419.11
monthly, for a total increase not to exceed $197,676.44 for this four-month lease amendment, increasing the
overall price limitation of the lease from $2,258,354.32 to $2,456,030.76. Effective upon G&C approval for
the period of July 1, 2026, thr ough October 31, 2026. 100% Transfer Funds (transfer from AOC, Rent

#158 Authorized the Division of Risk and Benefits to enter into an Agreement with USI Insurance Services,

June 30, 2031, with the option to extend for up to an additional two -year period with approval from the
